MoPAPA and Partners Validate Draft Master Plan for Public Service Reform


A three-day seminar validating a draft master plan for reforming Sierra Leone’s public service architecture commenced today at the New Brookfields Hotel in Freetown. Organized by the Ministry of Public Administration and Political Affairs (MoPAPA), in collaboration with key government institutions such as the Public Service Commission (PSC), Human Resources Management Office (HRMO), Wages and Compensation Commission (WCC), and the Public Sector Reform Unit (PSRU), the event is themed “We Reform to Revamp.”

Delivering an overview of the draft plan, the Minister of Public

Administration and Political Affairs, Hon. Amara Kallon, emphasized its significance as a transformative document, marking the beginning of a new chapter in the history of Sierra Leone’s public service. He noted that the plan is designed to revitalize the public service sector, focusing on innovation, inclusivity, and improved service delivery.

The Minister outlined the plan’s key objectives, which include institutional reforms, human reso
urce development, digital transformation, enhanced service delivery, and strengthened governance and accountability. He said these components are vital for building a more efficient and effective public service system.

Hon. Kallon also expressed gratitude to development partners, including the United Nations Development Programme (UNDP) and the World Bank, for their financial, technical, and strategic support. He acknowledged the contributions of other ministries, agencies, and institutions that contributed to the drafting of what he described as a groundbreaking document.

“Their combined efforts have laid the foundation for a public service that is efficient, inclusive, and accountable,” the Minister stated, reaffirming the government’s commitment to working with local and international partners to bring the plan to fruition.

Looking ahead, Minister Kallon revealed that once the master plan is validated, swift action will be taken to implement its provisions. He assured stakeholders that the necessary res
ources, expertise, and leadership will be mobilized to ensure the plan’s successful execution.

In his remarks, the Minister underscored the critical role of public service in governance, lauding the dedication of civil servants who translate policies into meaningful actions. He emphasized that a robust public service reform is not merely a government initiative but a national imperative for driving sustainable development, poverty alleviation, and economic growth.

“The reform of our public service is integral to our national development agenda,” the Minister concluded.
